Halton Region pays up to 100% of eligible costs to disconnect weeping tiles, exterior storm drains and downspouts from the sewer, and 50% of backwater valve and sewer lateral work. We complete the work in Oakville, Burlington and Milton and prepare the documents you need.

How the program works
What the Halton flooding subsidy covers
Halton Region's subsidy program focuses on keeping stormwater out of the wastewater system. For work completed after July 15, 2024, the Region pays up to 100% of eligible disconnection costs, and it increased several limits in 2025.
We disconnect weeping tiles and install sump pumps, disconnect downspouts and storm drains, install backwater valves and repair sewer laterals across Oakville, Burlington and Milton. Every job comes with the invoice, photos and footage the Region asks for.

Who qualifies
- Homes in Halton connected to the Region's wastewater system (septic homes are not eligible)
- Proof of an existing stormwater connection, from a Household Drainage Survey or a licensed plumber's assessment
- Building permit and passed final inspection from Burlington, Milton, Oakville or Halton Hills where required
- Disconnection subsidies are available once per property

- Signed application and waiver forms
- Itemized invoice paid in full, listing materials, labour, CCTV and permit costs
- Before and after photos, CCTV footage or dye test results

How we prepare your Halton flooding subsidy application

Proof of the connection
The Region needs proof of an existing stormwater connection. A licensed plumber's assessment qualifies, and its cost can be claimed within the program limits.

Permit and inspection
We get the building permit and final inspection from Burlington, Milton or Oakville where required.

How much does the Halton basement flooding subsidy pay?
For work completed after July 15, 2024, the Region pays 100% up to $6,500 for weeping tile disconnection with a sump pump, 100% up to $6,500 for exterior storm drain disconnection, 100% up to $900 for downspout disconnection, 50% up to $1,600 for a backwater valve and 50% up to $4,000 for sewer lateral lining or repair.
How long do I have to apply?
You must apply within one year of completing the work. Disconnection subsidies are available once per property.
Is a water-powered backup sump pump eligible?
No. Halton Region does not accept water-powered backup sump pumps for the subsidy. We install battery backup systems.
Does the Region recommend contractors?
No. The Region does not choose contractors. You hire a licensed contractor, and the Region pays the subsidy to you once your application is approved.
How is the subsidy paid?
The Region mails a cheque, generally four to six weeks after it receives a complete application.
